My entirely speculative hypothesis is that when living in Plaxtol (1891 annd 1901 censuses)  he was one of the gardeners at the nearby Fairlawn estate.

1851 census: Staying with twin sister Sarah aged 5 "visitors" at 5 Griffin Road, Lambeth with John White, journeyman plumber aged 52 and Mary White aged 54 (born Watford, Herts). Mary White prob a relative of Eliza Macklin, see George Macklin page for more info

1891 census at 3 Bushfield Cottages, Widmore Road, Bromley.
1901 census Walter on his own at Shepherds Green House, Chislehurst Common; Jane and children at 5 Queen's Road Chislehurst.
1911 census Walter with children at 34 Albany Road Chislehurst; Jane is patient in Cray Valley and Chislehurst Cottage Hospital.
Jane died 1931 aged 72, Bromley Apr-May-Jun 2a 751. Walter might have died 1945. (see also father's death above)

ANNIE c1878 Hastings. Might be Annie Marie Thomas, Hastings 2b 42 1877 Jul-Aug-Sep. 1881 and 1891 censuses with parents, married Horace Edward Ayckbourn Jan-Feb-Mar 1896 Bromley Kent, 2a 489.
In 1901 they are at 88 Red Post Lane (now Katherine Road), East Ham. Horace is "mechanic --???word (s)not clear??-- trade"
In 1911 census Horace is a "foreman fitter motor car"; family is at 220 Scott Ellis Gardens, Marylebone NW [SE Gdns is near Lord's cricket ground). Son Horace M (aged 14 born Gospel Oak) is musical student; Philip J (10 born Forest Gate) is at school.
Can't Trace deaths, except the two sons.

OLIVE 1879 Jul-Aug-Sep Hastings 2b, 36. In 1891 aged "11" is staying with her aunt Sarah Usher, née Macklin, in Tonbridge, Kent.
In 1901 census aged 21 is with parents (laundry maid).
Olive married John William Morton, Jul-Aug-Sep 1902, Bromley Kent. 2a 1047
In 1911 census. Olive Morton (aged 31) is with John William Morton (aged 36) a "coachman domestic" born Retford Notts, at Station Road, Bures Hamlet, Essex. Three children: John William aged 7, born Chislehurst; Edward, aged 5, born Chislehurst; Henry George, aged 2, born Bures. Also with them is William Thomas, gardener aged 65 (Olive's father).
Olive died Mar 1946 aged 66, Sudbury Suffolk 4a 1257

MILLIE [enumerator's error in 1891 census? Is NELLIE in 1901 census] c1882 Hastings. In 1891 census with parents aged 9. In 1901 census with parents aged 19, is a domestic servant. Married John Finch Oct-Nov-Dec 1908 in Bromley, Kent. In 1911 census living at 93 Ceres Road, Plumstead Kent (London) Nellie born St Leonards aged 29. John Finch aged 29 is a labourer with SECR (South Eastern and Chatham Railway). One son aged 1: Lenard [sic] John Thomas Finch.
Nellie might be the death Sep 1959, aged 77. Woolwich, 5d 680

EDWARD c1886 Leigh, Kent 1891 census with parents. 1901 aged 15 "office clerk" is with Annie and husband in East Ham. 1901 census gives his birthplace as Hildenboro, Kent [Hildenborough is just NW of Tonbridge and immediately south of Leigh]
